All the major FPGA players let you use their design tools without any need for licenses,only when you get into the realms of SDKs and softcores do you have to pay.
I just think its shooting yourself in the foot if you put up barriers like licence fees,Iam sure that a much better idea is to let people discover how wonderful your product is and let them buy millions of them.It just seems a bit silly.
