Joshua, depending on your exact requirements, the latch in the 4514 may be superfluous. The port pins of the 8051 are latched, so if you only want to decode this, then yes, the 4514 latch is not required. If you wanted to use a number of 4514s, then you could common up the input lines and have a seperate strobe for each device - then the 4514 latch would be of use.
