I mentioned jumpering some pins earlier - did you try this?

More importantly - have you tried wiring the modem to your pc using only the GND,TX & RX pins? See if this works to determine if you need to jumper the RTS etc pins.

Also, with your microcontroller - your code must incorporate delays between sending commands to the modem otherwise things won't work as expected.
