I don't know if it was mentioned or not, but serial EEPROMs implement a method how to determine the exact duration of programming - ACK polling. Check the datasheet for details and forget the (manufacturer, voltage, weather - dependent) dumb delay.

PS. Btw. I consider one (1) LED to be a fully adequate device to communicate a single byte during debugging... A series of 8 pulses (long for 1 and short for 0) will do. Radioamateurs can use Morse...
