The external application will assume the 16 bit, as data even though we are sending address. yes. just like ram device accepts 16 bit data what, from our point of view is an address, RAM uses this data to select one of its locations. But if 2 shift registers (4094 etc) are used, we still need to send strobe, and out_put enable pulses. dont forget the ALE signal, on rising / falling edge of which all Address lines are valid.
