I don't know the manufacturer of these chips (Philips?) but usually the second digit in the marking denotes:
0 - ROM (mask programmed) 7 - EPROM 9 - FLASH so it seems to me you have maskROM parts. But even if it is OTP EPROM, you can get half a dozen of ISP (serially - SPI) programmable FLASH AT89S52 (superior in every respect) for around $3 each - I doubt you are able to put together an EPROM programmer for $20... The chance to fail is too high. But if you insist on programming your very chips, put them in an envelope and send them to me, I will program them for you on a device programmer here - provided they are programmable at all.
