It's an old military saying, but, in this case, it's applicable.

I see solid test criteria as essential to getting payment for my work. If it meets well-specified test criteria, subject to precise testing with predefined instruments, and agreed upon in advance by all parties, then it's easy to get through acceptance testing.

If you are duped into agreeing to provide "something that works," you'll quickly find that "works" becomes a moving target.
