I'm convinced that eliminating the one-shot might help. These TTL one-shots are notoriously fussy about noise, and long cables do tend to collect noise. An actual schematic diagram, showing where, within this system, the long cable is attached, would shed some light.

Wouldn't it be more convenient to use a timer rather than the one-shot?
