What Erik probably means by this is, that the ULN2003 isn't driven properly by the micro. The weak internal active pull-up pFET3 is not strong enough to drive the input of ULN2003:




As the potential at port pin controlls the gate of pFET3 this could result in some strange performance (oscillations, for instance).
