I am sorry but i thought that the OP had a simple problem which was solved by using the maxim 6816 switch debouncer which generates an interrupt signal when the switch state changes, but for some reason we have to go all weird,maybe its the long weekend :-)Try connecting the 6816s' into a matrix and you dont have to do any scanning or use priority encoders.
