1) Nobody is saying that single uC should handle 7 soft UARTS
The OP specifically stated that he needed possible expansion to 7 ports and without aiming (reading the posts) you shoot about soft UARTs. I would like you to just spend 15 minutes visualizing 7 soft UARTs running concurrently.

The SIMPLE solution is to use the external chip with 8 UARTS, creatiung soft UARTS to be able to use 2 chip with 4 UARTs each does not make any sense. Besides if the issue was to have 2 UARTs then choosing a '51 derivative with 2 would be the sensible solution.
