Ah, then it is conflict with the debug monitor.
Your installation is set up for GPIF debug, and debug monitor is configured on UART0.

Switch it to UART1, temporarily.
After connecting USB cable to the board, run 'CyConsole' or 'EZ-USB Control Pannel'. Download the debug monitor for SIO-1 to the FX2(LP). And connect the serial cable to SIO-1 for the uVision debugger.

You'll find the debug monitor HEX files in this folder.
C:\Cypress\USB\Target\Monitor\

In this folder, there are several monitor files.
It depends on,
- original FX2 (E0) or FX2LP (C0)
- load monitor to external XRAM (ext) or on-chip (int) XRAM
It is documented well in the Readme.txt in the same folder.

Select one which fits to your target board configuration.
