This is a frequently occurring question on the Keil forum, and getting the dongles to work is covered in at least one of their knowledgebase articles - so go and search there.

I can compile, link and produce a hex file on an old 95 PC but then I have to transfer it over

Why do you have to transfer it?
Can't you just network the PCs, and use a shared folder?
