when such, or similar, happens, throw the chip away UNCONDITIONALLY.
cases to throw a uC away a) anything but the Vcc pin tied directly to Vcc. b) anything but the gnd pin tied directly to Gnd. I recall, in the olden days when a '51 cost the equivalent of $50 in todays dollars having 'a fight' with a manager who wanted me to "see if the chip survived". I refused, knowing that if it 'survived' I would later have another argument "why did it take so long to find the bug" and "because you insisted I used a damaged chip" would not have satisfied him as an answer.
