I am aiming for an accuracy of 0.01% and am looking for a dual layer PCB.
I doubt you will get it. Is it impossible?, probably not, but I would not even try. Is it "do it and it will work"?, definitely not.

The likely precision with just 2 layers is in the range of 10 bits.
