Sure, you can say it - but you'd be wrong.

For just one example, consider SBUF:
  • Writing to SBUF does not write to any sort of RAM - it writes to the UART's transmitter register;

  • Reading from SBUF does not read from any sort of RAM - it reads from the UART's receiver register.
