Another example of the sort of thing you might be wanting to do is Processor Expert. They mostly support Freescale products but also support one Fujitsu and National Semiconductors product. We have it here at work but it hasn't been used too much for any projects. It mostly offers initialization of peripherals but can also generate code for things such as software IIC/SPI and entering bitmaps. Perhaps it would be useful to take a look at their website to get some ideas.
