Before a guy gets paid for his work, he should be required to provide fully documented code listings both on paper and on CD to prove his work is complete.

If the guy simply quit before he was done with that, your managers should send out a hit squad to finish the guy and sell his recyclable parts, e.g. kidneys, liver, lungs, corneas, etc, into the black market for organ transplant. In the meantime, the managers ought to be required to eat their firstborn in a public square. The procedures should have been in place and enforced from day 1.
