Way back in a 1985 application note (AP-252) intel pointed out that P0 does not assert internal pullups except during bus operations. The example of concern cited was RESET. In designs where i did not use P0 (and was to cheap to add pull-ups i.e. quick test "lash-ups") i would take their advise and write 00H to the port.
