I’m fond of the terminology promoted by Motorola (now Freescale). This is to refer to all logic in terms of assert/asserted/assertion (true) and negate/negated/negation (false). Any input or output term may be active high or active low, but the logic is easily described no matter what the active level(s) are. For example, an AND gate output is asserted iff both inputs are asserted. It's a detail of the circuitry to decide the active level of the output and the inputs, and to construct the logic appropriately.
