"does it mean the clear 5V pulse is generated even if VCC != 5V" no, but a CMOS high is defined as Vcc-x, so a high will be seen. It seems to me that somehow you are missing the reset from the 707. The internal reset in the 310 is "time after reaching 1>4.5 V", which could show the phenomena you are reporting.
