Hi! Usually I have been using TL7705 (Texas Instruments) as a resetter. It outputs reset signal from 1V up to 4.7V (when VCC=5V) and 20us after reaching 4.7V. I have never had any troubles connecting or disconnecting power. But as I have wrote before, when I have forget to join one capacitor, it has worked exactly the same way as in your description.
