If you purchase a development board from SiLabs then you gain an automatic ability to use their IDE. I see no real reason that the SiLabs IDE couldn't be made to work with the Metalink Assembler. As a matter of fact according to the IDE release notes the versions of the IDE before 1.3 included that assembler as an integrated component.

Certainly the default Keil eval tool chain available from thier website is not suitable or legal to use for commercial development.

The version of the Keil tools that comes with the SiLabs development boards has a different set of limitations than those formally specified at the Keil web site and you may want to check into this closely to see how they are different.
