I would suggest looking at cygnal.com. I know they have a micro that does 25Mips.
I am currently in the market for a 8051 emulator and I recall reading emulator speed up 60mhz and that had 1, 2, 4, 6, and 12 clocks per instruction. I personal don;t believe that any 8051 on the market can do 60Mips.
