Hi Bill,
Buying a Cygnal development kit is a good choice anyway, because you'll need their emulation cartridge to load your software into the device. Also their IDE is quite excellent (I have been using it for well over a year now). Believe it or not, but TQFP's *can* be hand soldered! As a matter of fact, it is quite easy with the right tool. I use an ERSA SMT Unit 60, to which you can attach a sort of miniature wave soldering device. It's very nifty and enables you to solder a 100 pin TQFP in less time than, say, a 16-pin DIP!
