Some years ago, when type approval was still mandatory in The Netherlands, I was responsible for the design of several devices with a telephone line interface. The red tape wasn't so bad, but the cost of type approval was (almost 10.000 Guilders, some 4500 US$). Luckily, today type approval is no longer mandatory. It is still mandatory to comply with the regulations, though. My comments however were specifically aimed at commercial use. Again: if you are going to sell anything you must inform yourself of the legal demands that you have to reckon with.
