One way to do this is to use a 4.75 V supervisor on the CE for the nvRAM and a 4.5 V supervisor for the uC. This will make the nvRAM "dead" whenever the uC is not within spec. (remember to use a uC that is specified for less than 4.5 volts as Vcc min)
