Some manufacturers are kind enough to send free samples as promotion, some others send free sample when they are convinced that you are working on a project and when it is successful you will buy plenty of parts from them.
I made friends with component distributer in South Africa and arranged with him to buy all my components from him for 1 of my comercial projects, he was kind enough to supply me with all the free samples i ask for, some from his company and the ones he doesn't have he arranges with other companies he deals with.
All distributers gety free samples as promotion from big manufacturers, if you play your cards right you can get your free samples from them.
In third world countries like Jordan the government is very greedy with taxes, so the free samples are not free anymore, also distributers are even more gready than the government. So it works out cheaper to buy from places like digi-key or jameco or macro marketting in UK by post.
