How would only ac coupling cause the off hook. I had consulted the off hook mechanism in the modems and as given at <epanorama.net>, they never put a cap in between the transformer and the line.

Yes if we do ac coupling then for off hook purpose we will have to use the resistor across tip and ring as you suggest.

I make sure to avoid overloading the line, by putting a 100 ohm 2 watt resistor in series wiht transformer.

would 10 ma saturate the core, I have no idea on that.
