i am giving answers to your questions..

1.. yes it is permanantly grounded.

2.. here i don't have any bank and all..
i simply connected the SRAM and trying to accessing.. Actually i don't know what is banking??

3. yes. after swith off the power then only i am trying to retrive the data.
but here i am using the non-volatile memory.

4.no , i am not using any ISR till now in my programme.

5.yes. i know that there is some problem .
but here i am not thinking that will be the problem.

6. i am introducing some time delay after reading and writing..

7.if i am checking individual condition it i returning what i am expecting..if i am trying to access in the big range then it is returning garbage values..

8.i didn't put any NOT gate over there..

9.pin 1 is to ground and pin 11 is to one port pin to enable the latch.

10.. The Vcc is 5v only.
