I have a copy of palasm somewhere
if you want it,its a bit difficult to find on the net now as its a bit old.It still does the job but its dos based.

AMD doesnt support it anymore I don't think.
Or you could try XILINX's free web fitter system,I have used it in the past and its pretty good.Its just a server running thier
compiler,you need a browser which supports secure socket layer to use it.
