AMD made PALCE chips some years ago. They sold the division to Lattice, who also bought Vantis. On www.lattice.com you can get a free software suite, for MACHS, and the smaller CPLD/SPLD's. Somewhere on the same side there should be a (DOS) utillity named "PAL to GAL", which does exactly that. For a programmer, look at the GALEP 4 - nice device for a fair price.
