In the UK there are many ways to get an Earth from the supply..

the main ones are..

TN-S... use the cable armour as the earth connection.

TN-C-S.. use the neutral at the incomer..

TT .. Earth Electrode

Your supply is the TN-C-S type , but even so , you should still see little difference between PC an MCU..

Are you dragging current via a damaged RS232 chip?..
