So the problem now seems to be: how do I get the thing to run on 12x clock?
Oh shoot, if the fuse blown makes it a 6x and you, in your tries to make it work, have blown the fuse, there is no way back. On my parallel programmer (BP microsystems) the chip will not verify if I set the 12X to disable ( = 6X) and the fuse was blown by a previous programming. Thus, I can state for sure that in the non-H the default is 6x. Maybe then the H default is default=12x and the info I got was opposite. Maybe you have blown the fuse in a previous attempt and if that set 6X in the "H" you are stuck. Otherwise, make sure your parallel programmer list the 2H since the chips are fifferent.
