Can I suggest any alternative to convince my clients

On one product I were involved with, I informed management that more ROM was required to fit an uipgrade. Asked is there another solution, I came back with the answer that removing a memory test would just make enough room to fit the upgrade. Management said "just make it light up memory OK, forget testing it.

Another option which will be a bit more honest would be to test a few locations e.g. write and read RAM 7f and 80, make an instruction such as CLR A store in two places and verify that both ROM locations match. While this does not test all memory, at least it test memory access.
