It seems to me that after all the mechanical factors are considered, a stationary solar cell array would look pretty appealling considering the small amound of power involved. There isn't enough sunlight to feed 3W more or less continuously, especially in the winter- we have LOTS of wind though, and a solar array to get 3W in our normal ambient would be very big, which would catch the winds anyway....
