You need to get a full data sheet on your CPU There are actually several, particularly the Infineon ones (80C515 A-N18) that have the kind of timing/interrupt functionality you need here. Since you are waiting for a very slow, by electronic standards, event, you could logically OR all the wheel events into one interrupt and work out which wheel caused it, then calculate how many times that wheel notch has passed.
