In a PC mother board all the different voltages are referred to the Ground plane which also happens to be the SMPS common and which also links to the PC chassis AND the Earth pin in the power socket

SMPS -ve/common is connected to earth/chassis of pc via capacitor not directly. this capacitor is used to pass the noise generated from smps due to switchign to earth. if this capacitor get damaged noise filtering won't be proper.
