I feel we are being over-cautious here; after all, no-one's asked for a price for this lift (sorry!) elevator system yet, so it's still theoretical. Just make a very long check-list.
A certain dose of temerity is necessary in any project development. If NASA had worried too much, we would still be asking ourselves when the first man is going to walk on the moon!
Maybe NASA should design elevators!
