Actually the replacement OS, if from same reproductive source as the original, may be even worse than the original as it may have cross bred with dozens of other strains and introduced many other strange symptoms and maladies.

I believe the only surefire solution may be complete amputation and if it has spread too far then total eradication would be in order. Of course throwing the whole computer into an intense fire may rid you of the OS and the virus but do know that even that will have a fallout of biproducts that could pose a personal health hazard or an environmental concern.
