Thanks everbody for invaluable suggestions.

I am going with a differential(instrumentation) amplifier approach followed by the VFC and opto with a linear supply derived from a 230/15-0-15 transformer with primary and secondary on split bobbin. The transformer is tested for 3kv isolation.
I shall take all the safety precautions suggested.
