Abhishek is descibing a different method, but the system presented by Jansen in his reference looks like TOF to me.

I take your point, but I don't see how mixing the incoming and outgoing signals can be done if the frequency is changing all the time, there would be a modulated beat too, where is the range info ? And the target must be motionless, or else you WILL get Doppler artifacts that appear are positional error.

Now if you use FIXED frequencies you might be in with a chance, and it would be like the total station survey instruments I have described here in the past, but even they assume that the target doesn't move.
