Hello Mr. Kai Klaas,

The schematic showing pin 5 connected to ground has been corrected.

I have used Phase lock loops in application of measuring low frequency with good results without the problems listed in the above posting.

I was surprised at the criticism from the other members who are quick to criticism but slow (or never) to offer their own solution(s).
