There are many ways to detect the car, Frequency shift (as used in metal detectors) IR (if only cars pass) etc., but the only one I know of that will operate without power when no action is the pressure tube. Most '51 derivatives can be made to wake up in an interrupt and a pressure tube switch does not consume power.
