Yeah, that IRDA chip must establish a valid link with a primary device prior to any serial communication occuring from it. The IRDA standard uses a chopped technique to filter that kind of stuff and unless the noise says specifically "hi i'm a modem device" and answers all the IRDA questions correctly....should be good to go.
