I believe that initially the ttl ( cmos) logic was such that it could not differentiat between 1 and high impedance so to enale a chip the negative logic was used. even you can see in address decoders like ls138 and such the output was negative ligic so this must have continued and the result that today most of the micros and memories are negative logic enabled |
