When buying "training boards" (more commonly called "evaluation boards") I always buy from the chip manufacturer. That way, if you have a question there will be only one source for answers and you will not end up in a loop "it is the board" no, "it is the code" no, "it is the chip". Another reason is that a chip manufacturer will do their best to keep you in the fold, whereas a training board manufacturer has made the final sale and could not care less.

I am particular to Lattice, simply because they have the best selection in 5V devices (I live and breathe noise immunity). If 5V is not an issue Xilinx, Altera and the rest of the bunch are, I'm sure, equally good.

Lattice does have evaluation boards etc
