I see total confusion in your post!

AND WHY DIDN'T YOU READ DATASHEET FIRST????

Everything in your text is wrong! The whole timing, all explainations, just everything!! What you need is an active HIGH strobe pulse! And if you would read datasheet by yourself, you would see, that there's absolute no doubt how this chip works. Everything is explained in very detail, even hardware recommendations are given. After reading datasheet you should be able to design a foolproof circuit.

74LS373 makes no sense at all. At least for ADD A, B, C lines. If strobe pulse goes high, ADD A, B, C lines must be kept stable. But if they are changing in just the moment, when outputs of 74LS373 are actualized (by the action of same strobe pulse!), they cannot be kept stable. So, using this 74LS373 is totally wrong. In order to guarantee functionality of ADC eliminate 74LS373.

You should start to intensively work with datasheets. Otherwise you will not have any circuit successfully running.
