Actually, I excluded the delay to cut down on the post, but there is a delay before the jump. I am not sure by what circuitry the LEDS are tied to Port 1. I am new to this, but I do know that writing to a port on the dev board is the same as turning off/on the LEDS on the board. Whatever binary value the port has, the LEDS will reflect that.
