You may be able to kill two birds with one stone. If you create a members only download area you will a) limit who can download to members (maybe that way you can even trace the path if illegally copied) and b) create an incentive to register.

As a member of the cleaning ladies trade union (I do not do windows) I have no idea of the feasibility of this.
